Recommend Me an App for Short and Simple Graphics/ Animation Videos

Basically, trying to improve my work's social media presence and want to be able to make posts on Instagram etc that include some basic movement - so that I can upload a background image (e.g. a restaurant) and over the top of that have other elements introduced that can overlap and be animated over the top of it. E.g. logos of the companies we deal with that can appear onscreen, spin, move out of the way for the next one to come onscreen etc.
Will be using an iPhone, I don't have access to a PC I can use for this, so needs to be Apple-friendly.

Just want something cheap and basic. What should I consider?
