Anyone noticed Paypal swindling extra profit when you refund a payment?

I've refunded people via paypal in the past and it's sent the money back out of my paypal account, along with paypal fees being added back to make up the original total. Perfect, it's cost me nothing and the person has their money back.

However, recently i've been having a massive clear out and sold a lot of stuff, and had to refund a few people for various reasons.
Here's an example of what I noticed:

- I received £250 through paypal
- Paypal took £8.70 in fees so I took £241.30
- I refunded the payment and paypal contributed £8.50 (20p less than they took) so I had to make up that 20p extra from my side

I'm aware of the 20p additional charge for transactions but I had not noticed that they keep that 20p even when you refund the payment. Has this always been the case?

    The fixed part of the transaction fee has always been non-refundable.

    I had the 20p issue too recently - however I enquired about why they took 20p considering it was a straight refund and they credited it to my account.  Sneaky bastards.

    yep. they've done it to me. they assume people won't notice or be bother to pursue it, but all those 20ps will add up to millions over the year.

    the EU have been getting tough with big corporations ripping EU taxpayers/EU customers off through tax and excess, unfair or unjustifiable charges (google, amazon, etc), but Boris Fathead and the Seven Retards want to save us from their reach. i wonder why.

    It was changed a few years ago - they used to refund everything but now it is part of the agreement that they keep the 20p processing fee on any refunded payments.
