Not sure where abouts in Suffolk you are but a quick Google found these people - http://www.radesystems.com/solutions/internet-connectivity
Even if they don't cover your area they may know someone who does.
Completely the wrong time and it is massively underpowered.

Re download times be glad you don't buy big orchestral VSTs (over 100GB for Spitfire Symphonic Strings if I remember correctly, with their HZ Piano coming in at 200GB). I bought Sampletekk's Rain Piano II though recently which is a fraction of the size (and sounds good) so can't help but feel that some of the huge download sizes (especially for single instruments) may be marketing lead/unnecessary...
My "fast" broadband solution is sorted via a 4G antenna - but that comes with a monthly data cap and is reserved mainly for work. It's not an option for that amount of download unless I split it over 3-4 months.
My standard BT service is via a long thin piece of copper. Unlimited data, but at 2.5mbps (on a good day), I'm not even going to try downloading 60Gb of content.
Logic made sense in that my journey has been Garageband on iPad to Garageband on (old) MBA. Logic looks very similar to Garageband, and is well supported by instruments, samples, loops, etc. In fact, nearly 60Gb of instruments, samples, loops, etc.
Apple's refurb store *had* an 8Gb/1Tb Mac Mini, which would have made sense. Unfortunately - or luckily - that had sold after I'd thought about it overnight. But I thought I'd spend the extra £120-ish for a new rather than refurb machine which meant that I could spend a little time just checking the practicalities of getting Logic ... which might have defeated the whole plan.
I'm now looking at PC DAW alternatives.
Just a thought....
It doesn't come with all the samples and plugins that Logic does, but there are plenty of third party ones available.

Apple support guy sounded a little embarrassed, but but ultimately unable to sort anything.
If I was buying an iMac or a Macbook, then they could install for me. But not on a Mac Mini.
So I thanked him for saving me £1000. I'll probably revitalise/upgrade an old PC and migrate from GarageBand to a Windows option instead.
people are still stuck @ 99% 2 years later - - Google !!
Might be worth a look for you then. http://us.openlabs.com/stagelight/
A Reaper tutorial might be very helpful. It's certainly one of the likely options.
I'm pretty much ruling OSX / Logic out at this stage. It's not just the initial download (a friend has 300mbps fibre to his house, and he's a bit closer than you), but all the inevitable updates, and the risk that Apple will then do something else that'll cause more grief in future. A PC platform looks a safer bet, and probably cheaper - assuming that I can update an old machine that's currently sat here.
