What’s this thing?

on our travels this weekend we went to the delightfully named Hoar Park. They have some fishing ponds and a non fishing pond. I didn’t go look at the fishing ones but around the non fishing pond were half a dozen of these things plus a couple of scarecrow type things.
Made of wood, heavy wire stuff and camouflage netting type material. All of them were lying on the ground, although I guess if they were stood up they might have been some kind of basic bird watching hide ( need some stupid birds though).* Apart from creating a trip hazard anybody know what they are for?

Oddly enough also got a comment on imgur saying for hunting waterfowl ( even though there is no context on there). Oddly enough we commented on the lack of waterfowl on the pond - maybe they’ve wised up!

Then these things have been rather successful in hunting them I'd say
