That's not a soil stack vent, if it were the smell would be pretty bad in there.  The downward spout should give some clues, I doubt its an aborted  install, but it could be, it stands too proud to be a feed to the pan.

Perhaps its some sort of anti syphon vent for the cistern but why put it on the outside? A warning pipe over the pan is just plain stupid, It's got to e a camera.

The OP states that these spouts are in each of the toilets.  So think it's most likely to be an odour remover although given the state of that silicone on the floor I wouldn't be surprised if this is a complete bodge job and they have got the overflow pipes the wrong way around.

It's not an overflow, it's too high, the cistern is right by the handle. Hidden cistern will have the warning pipe integrated and water goes to the pan, it looks like a fairly fresh installation.

Soil pipe would be on the pipe that goes from the bottom of the pan to the outside world. This could be an 'air in' device, to prevent air locks from a high level cistern arrangement?  Put your hand over it next time you flush.

IV is likely an isolation valve. The thing on the right wall is to hang your coat on.

It is just curiosity, presumably if it had been regularly overflowing onto people’s heads for the last 50 years it would have been sorted by now.

FWIW - no obvious movement of air ( put my hand over it) when flushing the toilet.
