You could ask a place to do it as is, though normally chrome's removed first because the powercoat won't stick as well as it could. Media blasting done usually but can warp thin pieces unless they know what they're doing, familiar with car panels for instance. Could rough the hell out of it with sandpaper as an easier option, break it up with 40 grit and then go say 80, 120 to get it all evenly roughed up. Won't remove the chrome but better than nothing. I've done this with exhausts & bits.
It's cheap enough if you want a colour they commonly use, so they don't have to clean & reload for a fancy colour.
