Any fly fishermen or women amongst us?

I need to pick up a small Xmas gift. About 25 quid. For someone into fly fishing.  As I know absolutely zero about it I need help.  Is there anything actually useful at that sort of price range?

What type of fly fishing? Trout, Sea Trout, Salmon? And wet or dry? Wet is in or under the water, simulates nymphs or larvae. Dry, the fly floats on the surface and imitates a dead fly.

Different tackle and kit for each fishing type. We need more information.

Erm. Trout I think. He goes to different lakes so not sea fishing and not salmon he never mentioned ever catching salmon. No idea about wet or dry.

Thanks everyone for the suggestions.  Probably going to go for some sort of fly tying kit as I'm probably safe even if he has stuff already in that area.
