Is the Chase Bliss Thermae noisy?

It seems so from the demos. The Tonall Recall seems pretty noiay too.

How bad is it?

No. If you dial the tone (LPF) control all the way up there is some noise but that’s literally in the extreme of the dial. You only have to dial it back to around 3 o clock and that noise will be gone.
