Room Cooling/Air Con recommendations please

I currently live in a single room (I'm in the forces) and my room gets unworkably hot in the summer.
I'm not even being dramatic about this - I was miserable last summer because I could not cool my room down, because, I believe due to it being on the top floor and all the heat rises onto my floor.

Anyway, I would like to purchase one of those portable air conditioning units - I'm not interested in the ones that require ice blocks or any of that nonsense - I want a proper air conditioning unit.

I would like to spend less than £300 so I'm seeking recommendations within that kind of budget.

We don't have air con at work (office with lots of windows) and it was appalling last summer.  We bought 3 portable aircon units of different brands. 

Each required an 8" exhaust hose being poked out an open window. 

They were all very effective at blasting cold air into thr room.  But they were incredibly noisy,  difficult to hold a conversation noisy.
