From about 2.14 in this video Kurt uses his HOG 2 to get his lead tones:




Anything else that will get me close to that sound that isn't as expensive?

I want to buy a new pedal, second hand isn't an option for me.

The thing with the HOG is the amount of flexibility it has - the various EH organ simulators and Mel9 as well as the POG to some extent, are derived from it but all lack the envelope shaping controls of the HOG.
Maybe something like the Mel9 with an expression pedal, but it won't have that fast-tracking slowish attack of the second clip.

The Mel9 sounds great, will probably get that instead.  The HOG2 is quite expensive for such a niche pedal.
