The central 3-pointed-star bit rotates once every 3 hours. The current hour is shown on the lower-most limb of that star, and points to the current minute in the hour across the bottom as it moves. 

The hours will be updated as each limb of that star passes the upward position - the bit with the number on will be pushed round somehow so 7 will become 10, 8 will eventually become 11, etc etc.

edit: Still trying to figure out btw how they can build and assemble something as complicated as that or the other pieces and sell it at those prices. I wondered if it was actually some kind of crowd-funding scheme rather than 30 quid for a full blown Tourbillon mechanism ?
