Can you separate pickguard plys?

I know this is a random question but I have a 3-ply (black, white, black).

Rather than buying a new custom one is it possible to remove the top later of plastic to make it white?

Nah, not in any practical way.   You could potentially grind through the top layer, but that's still very risky.  Or you could paint, but whatever you use will eventually wear through 

Easiest solution all round is to buy a new sheet
