DIY MIDI Amp Channel Switcher?

How easy would it be to build your own midi channel switcher? Relays aside and cabling connections which would be easy suerley there must be some preprogrammed boards around that would facilitate this sort of project. Anyone have any thoughts on this?

I know some people have done this with Arduino boards, and last time I looked for something similar there were plenty of examples of code out there to do exactly that.
