    Easy,
Don't walk the dog in bad weather
My dog hates the rain so that's a good excuse
needless to say,my dog is fat
to be fair, that's my current approach
I'm more thinking of going out when it might rain, rather than when it is raining already

In what way is the Tilly hat not suitable? I'd have thought it would be ideal.

I've got a battered old leather not-really-a-cowboy hat (somewhere between cowboy, outback and fedora) that was originally purchased intending to carry off a bit of a retro goth vibe, but has suffered so much abuse and is so battered it now looks more like a hippy farmer Giles has staggered in from ancient rural parts to tread the streets of suburbia. I used to wear that shamelessly for rainy dog walks.
My Tilley hats are cotton, so get soaked in the rain

To be worn only while chomping and puffing on a big fat Havana Cigar.

You are Fidel Castro, and I claim my 1,00000000000000.745 Cuban pesos (adjusted for inflation).
ah you beat me to it,
I did find this photo though

I wear an Under Armour Storm Headline baseball cap.  Properly sized (none of this one-size-fits-all crap), closed elasticated back, rain-proof and UV resistant, won't get dislodged in wind.  Gets a huge amount of wear away from getting dragged around a muddy field by our two pooches as well.
I want a dry neck too

Wide brim waxed cotton type for me.
    sounds good, any recommended brands?

Not really I'm afraid. Mine was purchased mostly on the basis of availability of a suitable size as I've got a big old head. (Who would have thought it?). It doesn't have a label but the original listing said it was a 'Jack Murphy' purchased from a store in Carlisle.  Looking on Amazon mine looks pretty much identical to one currently available described as 'Walker and Hawkes'.
Or just go in any local farming, hunting, shooting, fishing type store and see what fits the bill.

yeah, my head's big, my old Tilley hat is size 8, backup newer one 7 3/4, but a bit too snug for my liking

It's okay- this month Barbour products are on promotion. Buy one product and get a subscription to the Telegraph. Buy two and get a free Land Rover. Buy three and you get your own country estate. Buy four and get all of that, plus your own estate manager to thrash with a riding crop.

Given that Barbour started out in South Shields in the North East making waterproofs for everyday fishermen & motorcyclists, the cultural appropriation by the type of people that you mention is bloody monumentally ironic

Seeing that you're in Cheshire, I was going  to say why not visit the Orvis shop in Tarporley and see what they have.

    Sadly it closed in 2019...

If you can find a cotton/nylon type hat that suits you, you can try to proof it yourself using Barbour, Otterwax or similar waxes.
Be advised that unless you are Clint Eastwood, Crocodile Dundee or Carl McCoy, there is a strong possibility that you will look like a twat in a cowboy/aussie/fedora style  ;)

    Good options

yeah, that's my worry, hats are not a mainstream thing here

It’s feasible but if so, ToneControl really needs to start moving some goalposts around soon.

I believe you can get weather proof Tilly hats, Mrs Snags appears to have one. So if the style isn't a problem ...

Tilley Outback Waxed - doesn't need additional proofing. I wore one for years when I had a dog to walk
    Red ones are better.

Given the section of society your comment seems to refer to I think you may have the thrasher and thrashee the wrong way round.
