    Well normally it would be odd but then there's at least one train passes through a block of flats in China on the 7th floor or so ..... when room is tight you make the most of your height I guess

    As the article says "The third storey area from where the car fell has been variously described as a showroom, a testing facility or a car park."
    As they are electric vehicles & ventilation isn't an issue, it could be any of the above.
    I think the apparent lack of structural resilience of the building is more of a problem.

    Most modern buildings don’t have a structural skin- the loads are taken by the steel inner structure.

    I agree.
     My point was about the use of the space, the likelihood of an accident happening & the mitigation that had been put in place (or not as in this case).
    A basic risk assessment done by a 9 year old with no experience of doing RA's would have shown that such an incident was  likely to occur & that the consequences would be serious.

     My point was about the use of the space, the likelihood of an accident happening & the mitigation that had been put in place (or not as in this case).
    A basic risk assessment done by a 9 year old with no experience of doing RA's would have shown that such an incident was  likely to occur & that the consequences would be serious.
    Risk assessment? This is f**ing China, a place where risk assessment takes place the day after the disaster. (If at all.) This is one of the reasons why Chinese-made goods are so cheap - they don't "waste" money on "non-essentials".

    this is China,  so probably done by an 8 year old
    just because you don't, doesn't mean you can't

    Maybe they know, but aren't saying. They appear to have known that the recent China Eastern Airlines crash was probably caused by pilot suicide almost from the beginning, but the official investigation hasn't said so yet.

    They probably mean driver error rather than (hopefully not) auto pilot or vehicle malfunction.

    not sure how an autopilot would react if engaged inside a building, not sure if it sees the photocopier as a hazard..

    It's also perfectly possible it HAD been risk assessed, risk mitigation equipment and processes were in place and an individual ignored them, or something failed.

    China is much more professional and capable than we give them credit for.

    Try getting a British small business to be compliant... at our place it results in a lot of anger and eye-rolling.

    If a RA had been carried out then it should have taken both these reasonably foreseeable possibilities into account & factored it into the solution to be implemented.
    However, as you mention, in the real world, H&S compliance & having adequate controls,checks & balances can often end up as the exceptions. Comprehensive solutions mean spending money, never a thing that most businesses like to do.
    Until after something has gone badly wrong, when everyone is a H&S expert with 20/20 hindsight...
