Why not enforce a test every three months on EVERY athlete who takes part in National or International athletic meets.  And keep samples for a defined number of years in case new drugs are developed.  And a five year ban for taking banned substances.

Not a chance though.  TV money demands the 'top' athletes [clean or not].

Athletes are tested lots. If you look at people like Lance Armstrong, they had a large team behind them helping to cheat the system.
