I don't know this particular pedal, but can you have a loop playing and then add delay effects to it, so it plays a loop with delay effects?

From what I remember no.

You have delay or looper.

That's right, it's predominantly delay and the looper is more of an afterthought. As GuyBoden said it's either delay or looper
