Or remove the hard disk, back it up, wipe it, put it back in and reinstall a clean OS.
I've wasted far too much time troubleshooting Windows installs that have gone rogue. Most of the time it works out much quicker just to backup, reinstall and start from scratch. Plus you've got a lovely clean and fast install to work from then. Bit like tipping the entire contents of your house outside and then only putting back the things you really need.
Also a good excuse to get a SSD to instead of the regular hard disk.
