There isn't going to be one thing that will be considered the solution to the problem, it will take lots of little things. Limiting ammo, justification for owning anything that isn't a hand gun, stringent license those wanting a gun etc. It's going to take a lot of small changes and each change will make a small impact that will add up.
Of course, it's not going to be easy but our view from over here in the UK is distorted by stereotypes, there are many areas in the US that don't want guns to be as available as they are, and with every passing year that will grow. The younger generation will come through with more peace loving views, and eventually they will win, but a lot could be done now to speed that up.
I'e only skimmed the thread so it may have been already posted but other countries have much higher gun ownership that the USA such as Canada, Australia, Switzerland, some Scandinavian countries. With the odd exception they have nowhere near the level of mass shootings.
To me it's about the American psyche. As a nation they have huge underlying aggressivness to them. A very real pasive agressiveness, you upset an American and he will happily get his gun to sort out differences.
That's what they need to sort.out.
Why not just give everyone hand grenades? And maybe landmines as well.
And maybe the head teachers can have a bazooka. That should make things even more safe

If they have 42% of all legal weapons, I dread to think how many illegal weapons are in circulation.

Culturally, yes, I get that this will make an impact.
But I suspect the "it's about" is that Americans have a shit load of guns.
Proportionately they have just as many craz... interesting people as the rest of the world.
But that's a lot of interesting people with a shit load of guns to choose from.
