    Bad Cat? My Cub III has an effects loop, and the very effective "K-master" volume. AFAIK so do many (all?) of the recent models.

    Hamstead Artist . Job done. Either the 20+RT or the 60+RT. There's a 60+RT here...no affiliation, just that it's in sales and needs bumping and of course buying. 
    My 20 is amazing. 60 will give you more headroom, should you need it.

    My suggestion is to remove the 'built in attenuator' requirement.
    Not many amps have them and something with a good master volume is potentially just as good.

    I second the Matchless suggestion.

    The Bogner Atma has a FX loop and attenuator. 18, 5 and 1w settings.  

    More Marshall than Vox though.

    Going to chip in with Matchless, I have a Lightning, it has the FX loop and the Master volume on it is really good. Mine won't be up for sale soon .

    Dunno if Mesa Boogie falls into the boutique niche, suspect not, but the Mark V:25 or 35s cover a lot of ground,  sound great and have decent master volume,  power scaling, fx loop and headphone with reasonable cab sim...

    @HoraceB is the FX Loop on the Lightning a custom order?  It doesn’t seem to be an option on the ones you can order from the UK

    tbh I don't know, I got mine from a UK seller on Reverb last year, I think you may be right there.

    I'm looking for something with a similar profile, and I'm using my afx still.

    Currently either a message boogie fillmore, or a suhr pt15 are my thoughts, though the suhr is above your budget.

    Maz 18 is always a great option, but I'm liking the fillmore more for the tones I like at present.

    Not actually sure if any have a loop mind.  Don't think the maz will have certainly.

    *edit*  fillmore has a loop.   That's one I'd be looking at for definate.
