That's how I see the difference anyway.
I've always seen delay (in the context of pedals/effects) as an umbrella term encompassing this, shiny clear digital delays and all the other bits in between.
Manufacturers play fast and loose with the terminology to slot a pedal into whichever marketing niche they're aiming for, but the above is loosely how it tends to work.
Echo is the word that digital delay makers use when they want to make you think of it as not digital.
