Fretting out

Hi all,

I've got an old Fender with a 7.25" radius. Unfortunately it suffers from fretting out on the high E string, and to a lesser extent the B string. The usual response to this is "raise the action", however even with the action uncomfortably high I still get fretting out when trying to bend the high E a whole step at the 15th fret. I've got a couple of other guitars with the same radius, so I know it's not necessarily inherent. Any ideas on the solution in this particular case? Perhaps the upper frets need levelling to create some fall away?

    correct - a very careful fret dress if there is enough fret height left will work wonders if fallaway is carefully added
