A shim nearest the bridge and not a whole neck cavity shim will be more effective, looks as though the previous owner had no idea about geometry

Yup, a shim have the thickness of that at the rear end of the neck pocket will get you to about the same string height at the bridge.

I would put it together without any shim and evaluate. worse case is a full pocket shim, but not like that

I would also get a differen tring for the neck pickup - an angled bridge one mounted in reverse
