Robert Randolph. TBH, Gilmour played lap steel not pedal steel.

Not straight rock but there is some nice pedal steel playing on Ray Lamontagne's god willin the creek dont rise. Also some on Daniel Lanois' Shine. If you like sad music sung by a mermaid then try Lhasa - Lhasa.

The guy for this was Al Perkins who played with lots of people but notably Steve Stills Manassas.
David Lindley does it but he's more of a slide and lap steel player.
Sneaky Pete Kleinow on "It'll take a long time" by Sandy Denny, my God........

A lot of the Sacred Steel stuff. As mentioned Robert Randolph and the Family Band, The Word (also Robert Randolph), The Campbell Brothers, The Lee Boys.

Sacred steel is amazing... if you like blues rock. For a more alt.country/rock approach, as mentioned with Ray Lamontagne, Eric Heywood is the man for beautiful overdriven pedal steel... check out his stuff with Jeffery Foucault, Peter Bruntnell, Son Volt and more.

In fact David Gilmour does have a pedal steel, it's a blue ZB Student that I had set up in sacred steel tuning for him, basically E7 with unisons in the middle, but I don't know if he's ever done anything with it.
