Don't want to put you off the S 1 45 but if you think 4.5 W is not going to annoy next door or wake the chavvy, think again.
The power control is more about getting the right tone at the right level, not for virtually silent practice. That said, the S1 and others, have the (AFAIK?) unique feature that the OP stage can be turned off but the rest of the pre amp stage used with an AI or into a hi fi rig/active monitor. Then of course you can adjust the volume to any level you want.
Beware of a REALLY early Series One. The controls were not well implemented. Basically, pull off a knob and if it has a 'half flat' black plastic shaft with a ~8mm black bush behind it, walk away OR get it for silly money.
The early'ish ones had 2 Century Neos and so were pretty light for a pretty loud twin. Later production used V30s and that glued them to the floor! But I don't suppose they are any heavier than other 2x12 combos? Certainly not as hard to shift as the Artisan 30.

15w valve amp, great sounding single channel amp with excellent features
- Responsive on-board controls: volume, treble, mids, bass, gain, plus extra EQ tone shape control

- Serial FX loop - great for time based effects (eg delay, modulation) and/or EQ pedal

- If you buy new and register on-line, free warranty extension to 5 yrs.
- £319 (but only £290 from Bax shop UK). Not too many around second-hand, as players like them & tend to hold on to them.

Ooo how good is it? I *loved* the older 30 watt one, made in UK too!
Apparently these are very similar to the old ones but with el84s and all the low power stuff, but it'd be good to hear your thoughts.
