    The saddest chord?

That'll be the last chord David Gilmour plays before he hangs up for good.

Not sure about that one - it sounds like it's just waiting for a resolution to me. I can't help thinking that the minor 6th chord is the saddest one. Sad but sweet at the same time, very much like myself.
    3x1333 for example
I must learn about this stuff one day,  my uneducated brain would call that an EbMajor7th with a weird G root

You're not wrong you can write it as Emaj7/G. Thing is, it won't sound like a major 7 chord so you need to dig in on why it sounds sad and then you can figure out it's a G minor triad + a flat 6 which is very Aeolian, hence a sad sound.
