Chord organs

Hi all

Does anyone know how the available chords on chord organs were chosen? Most I have seen omit E, but include B-flat.

    The better ones include numerous inversions in all twelve Western keys. 

    Presumably, those with fewer options are laid out like an accordion, following the Cycle Of Fifths.
