Bass, String Crossing Techniques and Raking

I've watch a few videos of this guy and his lessons seems pretty good. He also has a channel called BassBuzz.

So, in this lesson he shows you the rake technique, he's mainly playing open strings, but does pluck up and down some chords in there too to demonstrate.

So, is that rake technique also used when you play a scale or a run across all 4 strings and back up to the E? I can imagine that is quite a hinderance and just alternate plucking would be best in that scenario?

I can imagine the rake technique is good for coming back up an Arpeggio (I'm told "Up" is going toward the E, even though it's ingrained in me to call that "down" because the notes descend) 

I'm a total beginner on Bass with Finger playing. It's a whole new can of worms when you're used to Guitar for years and years.

So, raking back up with Chord Plucking seems good, Raking back Up an Arp is good. What about a run or scale with several notes per string?
