Correct, plus, Fender has been linking the neck and middle pickups to the same tone pot for a while now, at many price points within their range. That is their prerogative of course. Personally, I dislike it. I want to be free to roll the treble off the neck pickup and, then, flip to a bright bridge and/or middle pickup sound at the shift of the lever switch.

Additionally, in my opinion, a good quality volume pot renders a treble bypass network redundant.

Science says otherwise. ie. the quality of the pot has no effect on the HF roll-off when volume is turned down on the guitar.
