What browser do you use?  If I'm on the homepage, directly under the "Off Topic" heading it says "Subcategories: Politics Economics, Parody".  That's in Chrome, Microsoft Edge and even on my phone.

On my andriod phone using chrome, when I click on 'off topic'  it show the 3 subsections at the top, above the horizontal page numbers:
