So I need a 10''speaker for a Laney LC15R. It currently has an 8 ohm speaker and I have been offered a nice 16 ohm speaker. Am I right to think that this would pretty much half the output/volume?

Get the right one. Don't risk a mismatch.

It won't halve the power or volume, or do any harm, but it will give a noticeable loss of both volume and tone.

As fretmeister said, get the right one.
