want to replace a harley benton stock neck tele pickup ceramic magnet fairly medium hotish despite low 5.5k dc. Something with a bit more clarity on the lower notes.

The ceramic magnet and low windings are typical of cheap pickups and pertty well anything it going to sound better! I have them here and can wind to spec

Have a look at regentone.  Bought a set of their tele pickups and they're really really nice and within budget.

im not having much luck to be honest. it seems kind of bright 5.5k and low/medium output, cant see if they are brass or nickel covers either. I'm now even thinking of going with a strat pickup or humbucker as can swap out the scratchplate

I'd still suggest looking at a mini humbucker at the neck end, they work well

Agreed, I have a Gibson mini humbucker (from a 70s Les Paul Deluxe) paired with a Texas Special bridge pickup and it rocks.
