Dumb question alert re fretcount

Ok, I'm obviously new here so please be nice to me lol.

I've had a look through the FAQs but couldn't see anything regarding this, apologies if I've missed it. 

 How does one start acquiring a fretcount? Is it a feedback system similar to eBay or is it just based on forum activity? 

Again, sorry for my ineptitude if I've got this bassackwards.
