Not necessarily - each user can configure their own notification preferences and choose not to receive an email or on-screen pop-up if they've received PMs.  I'm pretty sure that the default is that they will receive notifications, but each user can change that quite easily.

Is there a concern that we might want to be aware of?

not really, Its more of a personal annoyance at the mo.

If it escallates which is unlikely i'll let you guys know.
