It just seems to me to be one stage on from using "you know" ten times a second.
it is a pause window to provide the person in question with a little extra thinking time to put the words together for whatever it is they are going to say..

Or.. it's "yeaaaah..no" as a response in itself, which means no in a vaguely sarcastic tone.
