Why can't I leave feedback?

Wondering can anybody explain why I can't leave feedback?I've done some great deals with some of guys on here,and been the recipient of some nice comments,but when I try and leave one back,a message tells me I don't have permission to do so.would anybody have any ideas why?

I'm now torn between never suggesting that a customer was doing something wrong - or arguing with a customer who suggests that he's doing something wrong ...
