Just wondering if anyone knows if I can fit a dual coil hot wire humbucker in neck position

If the replacement humbucker is the same size then its a quick soldering job. Do you have a link to the humbucker you have in mind?

It's just a cheap hot rail so I can find the sound I'm looking for it's got slightly less out put which is good for me the schecter pickups plus have too much out put I think

That pickup is a single coil size and will not work (without looking crap) in a humbucker mount. Rather get something like this if you want more sparkle https://www.amazon.co.uk/dp/B0050UQ3L0/ref=cm_sw_r_sms_awd_x_ZGW7xb9D6V5G8
Then solder the wires matching the pickup you remove. Two will be tied off (unless your guitar has coil splits). Red will usually go to the small lug of the volume pot & green or black will go with the braided silver wire to the back of the pot. (soldering to the back of a pot needs a bit more heat than most low powered soldering irons mind you)
