It doesn't have enough whining, inauthentic turntabalism, or white boy rapping to be nu metal
Max wanted to sound like Korn and Deftones.
To me one of the defining characteristics of nu metal - at least initially - was "no guitar solos". I never would've lumped Sepultura in with that (although I certainly haven't heard all their albums).
Max even wore a Deftones shirt in the video for Roots.
Chaos AD has plenty of Voivod and Amebix influences but Roots was a change.

I haven't heard much since Roots, but preferred their earlier stuff.
