It's interesting as a thought experiment, but I'm not sure I care.
I guess as a composer, you wouldn't have to worry too much about PRS and MCPS.
Here it is, the entire piece, played fast. 4 minutes approx.

This one, I'm not so sure about. It's always possible to go slower.

I just find this kind of thing tiresome. Music is a big deal to me and to have nonsense like this considered great, just belittles the notion that music is something worth making.

I'm a huge fan of Cage but I am not surprised by some of the attitudes- not singling you out.
I get why some people don't get it, or appreciate it.
He's a serious composer and this is a serious piece of work.
I sort of think this stuff is about the 'why' of music, rather than the 'how' or the 'what'.
I find it very exciting and thought provoking.
The point you make in bold- art is the frame you put around a thing- any thing.
Beyond that it comes down to taste.
Here is another piece of important music by another composer, Steve Reich.
Listen to it all the way through- it will bend your melon.
Reich's methods heavily impacted dance and electronic music.

heres another. two tape loops drifting in and out of sync (I think?)...so the piece takes on new characteristics not only as it evolves, but also depending on where/how you focus your attention. Pretty cool
